Abstract
The Ministry of Health of Honduras in collaboration with Pan American Health Organization (PAHO) implemented service availability mapping (SAM) in July 2007. The purpose of SAM Honduras was to collect information on availability and coverage of health services and resources and to use the results to improve health policy decision making.

The SAM survey was implemented in 19 out of 20 regional departments. The regional health department of Metro Tegucigalpa in the department of Francisco Morazán was the only area excluded from the survey. Health officers from a range of health facilities completed questionnaires addressing the availability of health services. A total of 419 health establishments participated in the SAM. Information was collected from three different levels of the health system namely national, regional and area.

The focus of this report is on 4 regions with high rates of HIV/AIDS: Metro San Pedro Sula, Comayagua, Atlántida (La Ceiba, El Progreso) and Gracias a Dios. Specifically the report covers two categories:
1. Human Resources

2. Facilities providing selected services
• HIV/AIDS counselling, testing and treatment
• Prevention of mother-to-child transmission (PMTCT)
• Co-infection: TB and HIV interventions
• Adolescents and HIV
• Social marketing programs and information
• Education and communication (IEC).

Scope

Notes
The SAM is designed to support decision making by providing national and district planners with the skills and tools to routinely map services and resource availability. Designed as a district-owned system, SAM can be implemented as a standalone system or integrated into the routine health information system as a supervisory tool. As a monitoring tool, SAMis recommended every six months to one year. The frequency of implementation may be adjusted to suit program needs when utilized as a periodic evaluation tool. The Facility SAM covers availability of the health equipment, staffing, drugs and commodities, and the services offered. The District SAM covers health infrastructure, human resources, and services available in the district.

A census of 419 health establishments was implemented for the district questionnaire. For the facility questionnaire, 19 departments were chosen where the census was implemented.

The generic questionnaires were tailored to the needs of Honduras in July of 2006. The final version of the questionnaires was produced in June of 2007 during a three day workshop. Data was collected on the availability of infrastructure, human resources and HIV/AIDS.

This questionnaire is applied in all districts (or equivalent administrative unit) by health teams. The respondents of this questionnaire are district medical officers and their teams.

The template questionnaires are developed in English, and both questionnaires are provided as external resources.

Data were downloaded to a computer and statistically analyzed. Maps were then produced using the WHO HealthMapper software.
